Unlike standard work or residence visas that prioritize economic contribution or specialized skills, this status is strictly humanitarian and is granted based on the necessity of survival rather than professional merit. It covers a diverse range of individuals, from civilians caught in the crossfire of regional wars to those fleeing regions where the rule of law has collapsed into state-sanctioned brutality. A distinctive benefit of this status is that it grants the holder a legal right to reside in Hungary, access to the labor market, and social services, and it provides a clear, long-term trajectory toward permanent residency and eventual Hungarian citizenship after eight years of continuous, lawful residence.
