Residence Permit on Humanitarian Grounds (Dvalarleyfi á mannúðargrundvelli)

The Residence Permit on Humanitarian Grounds is established under the Icelandic Act on Foreigners to provide protection to individuals who do not strictly meet the criteria for international refugee status but nevertheless have compelling reasons to remain in Iceland. It fills a humanitarian gap for those who would face significant hardship if returned to their home country, such as individuals suffering from severe medical conditions, those facing dire social circumstances, or those affected by difficult general conditions in their country of origin or a country of deportation.

This permit is primarily for applicants for international protection whose asylum claims have been denied but who still demonstrate a strong, documented need for protection. It is distinct because it is granted on an exceptional basis following an individual assessment of the applicant's specific vulnerabilities. Holders of this permit are granted the right to work and access to certain social benefits, but they must continue to meet basic requirements, including financial self-sufficiency and valid health insurance, to maintain their status.
