As Sri Lanka positioned itself as a strategic transit node connecting the Indian subcontinent, Southeast Asia, and the Middle East, the government introduced this digital permit to replace cumbersome manual entry processes and facilitate seamless connectivity for global passengers. Created under the broader framework of the Sri Lanka Immigration and Emigration Act, the transit ETA fills a critical gap in the nation’s immigration architecture by distinguishing between genuine short-term layover passengers and those intending to enter for tourism or business. By digitizing the application process, the system allows the Department of Immigration and Emigration to maintain rigorous security oversight while simultaneously incentivizing international carriers to utilize Colombo as a stopover destination, thereby bolstering the local aviation and tourism economy through a structured, low-friction entry mechanism.

The ideal applicant for the Transit ETA is a traveler whose journey requires a brief stopover in Sri Lanka, whether for a flight connection, a short period of rest, or to explore the immediate vicinity of the airport before continuing to a final destination. While the visa is open to a wide range of international travelers, it is particularly distinctive due to its tiered fee structure and regional reciprocity; notably, citizens of SAARC member nations enjoy a significant benefit, as they are granted a transit permit free of charge for stays up to 48 hours. For travelers exceeding this two-day window or those from non-exempt regions, a modest fee of USD 50 is applied, ensuring that the system remains accessible while covering administrative costs. Unlike a standard Tourist ETA, which is designed for longer stays and broader exploration, the transit permit is strictly limited in scope and duration, serving as a specialized tool for transient movement.
