It is designed for skilled professionals, expatriates, and technical experts whose expertise is deemed necessary for the country's development, particularly in key sectors such as mining, petroleum engineering, fisheries, and large-scale agriculture. The permit is strictly employer-linked, meaning it is tied to a specific job offer and a sponsoring entity legally registered in Mauritania. It is not a freelance or independent contractor visa; rather, it requires a formal employment relationship where the employer assumes responsibility for the worker's legal status and compliance with local labor laws.

For the applicant, this permit is essential for transitioning from a temporary entry status to a legal residency status. The process is rigorous, requiring the employer to prove that they have attempted to fill the role locally before seeking international talent.
