The Visitor Visa for Adoption Procedures lets prospective parents enter Mexico to complete international adoption requirements under the 2011 Migration Law. Issued by Mexican consulates, it requires an original DIF Pre-assignment or Adoptability Report, proof of child assignment acceptance, valid passport, and recent photograph. Visa fee is USD $48–56.
Processing takes 1–10 business days. Applicants must register with the INM within 30 days of arrival for a visitor adoption card. The visa is non-remunerative—no paid work permitted—and expires once adoption concludes.
This visa is ideal for prospective parents with confirmed child assignments through the DIF who are ready to finalize international adoption proceedings in Mexico.
