The Highly Qualified Specialist (HKS) visa, known in Russian as the *VKS* (*Vysokokvalifitsirovannyy Spetsialist*), was established in 2010 through amendments to Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation." This visa was introduced as a strategic instrument to modernize the Russian economy by attracting top-tier international talent to sectors where domestic expertise was insufficient. By creating a streamlined, high-status immigration pathway, the Russian government sought to fill a critical gap in the labor market: the scarcity of senior-level executives, specialized engineers, and niche technical experts who were previously deterred by the bureaucratic hurdles of the standard work permit system. The ideal applicant for the HKS visa is a seasoned professional or executive possessing specialized skills, significant work experience, or unique qualifications that command a high market value. To qualify, the applicant must secure an employment contract with a Russian entity that guarantees a salary of at least 750,000 RUB per quarter, a threshold that serves as a proxy for the candidate's professional standing and value to the enterprise.
