Overview
Residence permit for foreigners who own residential property in Turkey, granted for up to 2 years per term and renewable while ownership is maintained.
The Short-Term Residence Permit for property owners (Article 31/1-b, Law 6458) lets foreigners who own registered residential real estate in Turkey reside lawfully for renewable 2-year terms. No minimum property value. Separate from the USD 400K Citizenship-by-Investment route.
The binding constraint is the closed-neighbourhood (mahalle) regime: 1,169+ mahalles across Istanbul, Antalya, Bursa and Izmir are closed to new foreigner registrations. Pre-closure owners ok; later buyers cannot use this route.
This visa is ideal for foreigners who own (or are purchasing) a residence (mesken) to live in, not commercial property. Shared owners can each apply; non-owning spouses and minor children use a family residence permit. No work right.

Valid private health insurance covering the requested permit period (for applicants aged 18-65).
Sufficient and regular financial means to support the applicant (and any dependants) during the stay.

Advantages & Considerations
Key Benefits
- No minimum property value under Article 31/1-b — any registered residential property qualifies in principle.
- Renewable indefinitely in 2-year terms while ownership is maintained.
- Co-owning family members can apply independently on the same property.
- Application is fully filed via the e-İkamet online portal.
- Provides a stable, predictable basis for long-term residence linked to a tangible asset.
Worth Knowing
- Does not confer the right to work — a separate work permit is required for employment.
- Property must be a registered residence (mesken) and actually used by the applicant as a home.
- Non-owning spouses and minor children must apply via a family residence permit, not on this route.
- Health insurance, address registration and financial-means evidence must be maintained at each renewal.
- Property is in a closed neighbourhood (mahalle) and was acquired after the closure date — new applications are refused.
- Property is commercial, land, or otherwise not a registered residential dwelling.
- Title deed is not registered in the applicant's name (e.g. held via a Turkish company).
