Official Information

Overview

Indefinite residence permit for Mercosur and associated state nationals who have completed 2 years of temporary Mercosur residence, with full work and civil rights.

The Mercosur Residence Agreement, enacted in Brazil through Decree No. 6,975/2009, was established to foster regional integration and facilitate the free movement of people within the Southern Common Market. It fills the gap for nationals of member and associated states by providing a simplified, standardized legal framework for residency that bypasses the complex requirements often associated with traditional work or investment visas. By prioritizing regional citizenship over specific professional qualifications, the agreement promotes social and economic cohesion among South American nations, ensuring that citizens of the bloc can live and work across borders with relative ease.

This visa is exclusively for nationals of Mercosur member states (such as Argentina, Paraguay, and Uruguay) and associated states (including Chile, Colombia, and Peru). It is ideal for individuals from these countries who wish to relocate to Brazil for work, study, or personal reasons without needing prior employer sponsorship. The permit is distinctive because it grants the holder equal rights to those of a Brazilian citizen regarding labor and social security. While initially granted as a two-year residency, it can be converted into an indefinite permanent residence permit, making it a highly flexible tool for long-term regional migration.
