Декрет № 8 — High Technology Park Worker Permit (Резидент Парка высоких технологий)

The High Technology Park (HTP) residence permit is a specialized pathway designed to attract international IT talent to Belarus. It is intended for foreign nationals who have secured employment with a company officially registered as a resident of the HTP. This regime offers significant advantages, including simplified administrative procedures for hiring foreign staff and the waiver of standard work permit requirements that apply to non-HTP companies. By streamlining the relocation process, Belarus aims to foster a competitive environment for software development, artificial intelligence, and other high-tech sectors.

For the foreign employee, this permit facilitates a more straightforward path to temporary residency, allowing them to live and work in Belarus for the duration of their employment contract. The program is part of a broader effort to create a favorable ecosystem for digital innovation, providing tax incentives and a flexible legal framework. While the HTP resident company handles much of the notification process with the authorities, the individual must still meet standard health and documentation requirements to finalize their legal status in the country.
