The Key Employee Initiative (KEI) is a strategic national program introduced by the Maltese government in 2016 to facilitate the recruitment of highly specialized talent. Unlike the EU-wide Blue Card, the KEI is a national policy designed to provide a fast-track service for highly qualified third-country nationals. It fills the gap for local companies that require urgent access to senior managers or highly technical specialists, ensuring that the administrative burden does not hinder the competitiveness of businesses operating in Malta's growing economic sectors.

This initiative is specifically for third-country nationals who have been offered managerial or highly technical positions that require specific qualifications or at least three years of relevant experience. It is highly distinctive due to its expedited processing time, with applications typically decided within five working days. To qualify, the applicant must meet a minimum gross annual salary threshold and have their credentials verified by the employer.
