The Local Business (Employment) Visa was introduced under the Immigration Act 2014 and further refined by the Immigration Amendment Regulations 2023. This visa was established to specifically address labor market shortages by allowing foreign nationals with specialized skills to fill critical employment gaps within local businesses. It serves as a controlled pathway for foreign talent to contribute to Nauru’s economy while ensuring that the employment of non-citizens does not disadvantage local workers, as it is limited to businesses that are wholly Nauruan-owned.

This visa is designed for foreign professionals who have secured a confirmed job offer from a qualifying local employer. It is ideal for skilled workers in sectors where local expertise may be limited, such as technical services, specialized trade, or essential public service roles. The visa is distinctive because it is strictly tied to the sponsoring employer; the holder must work only for the specified business. It also allows for the inclusion of accompanying spouses and children, providing a stable, albeit employer-dependent, framework for long-term residency and work.
