The M3 Dependent of Permanent Resident Permit was established by the Rwandan Directorate General of Immigration and Emigration as a cornerstone of the nation’s modern, streamlined immigration framework, primarily governed by the Law N° 071/2018 of 31/08/2018 relating to the entry and residence of aliens in Rwanda.
