Before the widespread implementation of the TRC-NN, foreign staff often relied on frequently renewed, short-term business visas that created administrative burdens and uncertainty for both the host organizations and the expatriate workforce. By creating this specific category, the Vietnamese immigration system successfully bridged the gap between transient business travelers and long-term expatriate residents, providing a stable legal foundation for professionals whose presence is essential to the development of bilateral trade, humanitarian aid, and cross-border institutional cooperation.

The ideal applicant for the TRC-NN is a professional serving as a manager, executive, or essential staff member within a registered foreign NGO or a licensed representative office of a foreign economic organization. To qualify, the individual must already hold a valid NN1 or NN2 visa, which serves as the primary entry authorization for those working in these specific sectors. What makes this visa distinctive is its focus on institutional stability; unlike standard work permits or general business visas that may require frequent renewals or employer-specific labor certifications, the TRC-NN provides a cohesive residence permit valid for up to three years, effectively acting as a multiple-entry visa that eliminates the need for repeated border crossings or visa extensions. While the card offers the significant benefit of long-term residency and the ability to reside in Vietnam without the constant threat of visa expiration, it carries the limitation of being strictly tied to the applicant's employment status within the sponsoring organization. Should the holder leave their position or if the representative office ceases operations, the validity of the card is effectively nullified, necessitating a transition to a different visa category.
