Overview
Statutory exemption from Singapore entry-permit rules for accredited diplomats, consular officers, visiting forces and international-organisation staff, plus their families.
Singapore's Immigration Exemption Order (IEO) is subsidiary legislation under section 56 of the Immigration Act 1959 that exempts accredited diplomats, consular officers, members of a visiting force, holders of international-organisation privileges, and their families, from the section 6(1) entry-permit requirement.
The IEO is granted free of charge: the sending mission liaises with the Ministry of Foreign Affairs, ICA endorses the exemption in the holder's passport, and it stays valid for the posting. Dependants who want to work must first email a Letter of Consent application, endorsed by the employer, to ICA.
This visa is ideal for accredited foreign diplomats, consular staff, visiting-force members and international-organisation officials posted to Singapore.

Requirements
PUBLISHED REQUIREMENTS
Person accredited as a diplomatic or consular representative to Singapore, or a member of the staff of such a representative whom the Minister has exempted from section 6(1) of the Immigration Act.
Member of a visiting force as the Minister may determine.
Person on whom immunities and privileges have been conferred under the International Organisations (Immunities and Privileges) Act.
Spouse or dependent child of any of the above exempted persons.
Holds a valid passport or travel document.
Not regarded as permanently resident in Singapore under the Immigration Act.
REQUIRED DOCUMENTS
Valid passport or travel document for each applicant.
Official accreditation/diplomatic note from the sending mission, sponsoring international organisation, or visiting force, addressed to MFA.
For a Letter of Consent (LOC) for dependants who wish to work: completed LOC form endorsed and stamped by the employing company.
For LOC: letter from the embassy or international organisation supporting the dependant's employment.
For LOC: copy of the dependant's passport biodata page and the page showing the valid IEO endorsement.
For LOC: copy of the main IEO holder's passport biodata page and the page showing the valid IEO endorsement.
For LOC: copy of any practising certificate or letter of registration with the relevant local registration body (e.g. Ministry of Education, Ministry of Health) where the role requires it.

Application Process
Sending mission (embassy, high commission, or sponsoring international organisation) liaises directly with the Ministry of Foreign Affairs (MFA) on the IEO application requirements.
MFA refers the case to ICA for processing; ICA endorses the IEO in the holder's passport or travel document.
Holders retain the endorsed passport for the duration of the accredited posting; cancellation is also routed through the embassy and MFA.
Dependants who wish to work must email a completed Letter of Consent (LOC) application, endorsed by the employer, to ICA-IEO_EA@ica.gov.sg before starting employment.
