SP — Special Pass

The Special Pass (SP card or e-SP) is a Singapore administrative document issued by ICA or MOM to legalise a foreigner's stay for specific non-standard purposes. It is not a work, study, or visit visa but a regulatory bridge for individuals whose presence is required by the authorities.

The pass is free and time-limited, with validity stated on the card or e-SP record. Typical uses include assisting in investigations, attending court, awaiting deportation, and covering stateless persons. SP holders cannot work; the only exception is a stateless holder whose employer secures a Letter of Consent from MOM. The pass is issued directly by the authority, not applied for.

This visa is ideal for foreigners required by Singapore authorities to remain in the country for legal, investigative, or humanitarian reasons rather than employment, study, or tourism.
